INTRODUCTION Few public policy issues receive greater attention than the significant number of individuals in the United States who lack health insurance. The Census Bureau (U.S. Department of Commerce, 2004) estimated that in 2003 more than 15 percent of all Americans were without health insurance coverage. Largely responsible for this problem is a dramatic decline in the fraction of private sector workers covered by employer-sponsored insurance policies, from 71.9 percent in 1979 to 64.5 percent in 1997 (Farber and Levy, 2000). A particularly striking finding of recent Census Bureau studies of health insurance coverage has been that nearly half of poor, full-time workers have no health coverage. In fact, the working poor are less likely than the non-working poor to be covered by a health insurance policy.
